The development of the regional system of cooperative services is constrained, on the one hand, by the imperfect legal and informational support of this process, and, on the other hand, by the lack of qualified personnel to work in cooperatives. The formation of special knowledge on the creation and development of cooperatives is intended to contribute to the dynamic and effective development of the regional system of cooperative services. It is necessary to implement a strategy for the sustainable development of a cooperative economy based on the economic partnership of the state and cooperation and the creation of a network of cooperative organizations.

The regional system of cooperative services, in accordance with the concept of national projects, should become an infrastructure of intermediaries that will ensure the highly effective use of the possibilities of such partnerships to solve the socio-economic problems of the regions. There is a need to create a system of cooperative banks that could become institutions regenerating, controlling and lending to cooperative organizations, coordinating the work of cooperatives of various types.

The implementation of priority national projects has accelerated the creation of regional systems of cooperative services, but the pace of their formation varies significantly across the regions of the country. The Volgograd, Vologda, Voronezh, Kaluga, Moscow, Perm, Saratov, Tomsk, Yaroslavl regions have accumulated a very useful experience in the active development of the system of cooperatives, but many regions are still far behind in this regard.

Strategy for the development of a network of agricultural consumer cooperatives.

Relevance of the research topic. As a result of the agrarian reform in Russia, a multistructural structure has really developed, which is historically inherent in the Russian village.

It is unlawful to oppose large agricultural organizations to peasant (farmer) households and household farms, giants of the food and processing industry - to small and medium-sized enterprises.

All of them constitute a single system of the agro-industrial complex of Russia and should equally receive state support.

An analysis of the study data shows that in 2008 there were about 2,000 farms in Russia that belong to big business, up to five thousand - on average, more than thirty thousand by the number of employees fall into the category of small business. This also includes all small forms of management: peasant (farm), individual entrepreneurs, personal subsidiary and other households that are in dire need of service systems and mechanisms.

The topic of the study is extremely relevant, since small and medium-sized businesses especially need sales, supply, financing, etc. systems that would take into account the needs and specifics of their development. In the rapidly changing conditions of the modern economy, the ability to ensure the country's security from the impact of internal and external threats determines the level of its competitiveness and the dynamics of socio-economic development. The global crisis phenomena in the production, food, energy, financial and other spheres force us to pay Special attention concept of economic security. Today it is considered mainly from the standpoint of national economy, while the regional component has not been fully studied.

Regional security has a clearly defined specificity. This is due to a combination of various unique conditions: geographic location, climate, degree of security natural resources population, infrastructure development, etc.

Identification and neutralization of threats and crisis situations at the regional level can significantly reduce the risk of global threats national security. AT recent times at the federal and regional levels a number of regulatory and legal acts on security issues have been adopted, but their implementation has not yet brought the expected results. Despite the relative growth of production efficiency indicators of food industry enterprises, there are serious problems in ensuring their competitiveness in the domestic and world markets.

One of the main problems of the industry is the lack of its own raw material base in almost all sub-sectors of the food and processing industries. This issue is most acute in the meat sub-sector. The high cost of domestic meat leads to an increase in imports, often poor quality products negatively affecting the development of production and food independence in Russia.

In 2018, it will be 100 years since the birth of one of the most talented and outstanding figures in the field of literature and journalism of the 20th - early 21st centuries. Alexander Isaevich Solzhenitsyn. The author of such works as "The Gulag Archipelago", "Cancer Ward", "In the First Circle" and many stories, stories, "little ones", he forever entered the life of every person in our country, regardless of his will and desire, from the moment of publication his story "Sch-854", better known as "One Day in the Life of Ivan Denisovich".
Opinions about the author have always been very diverse: some spoke of his unsurpassed talent, put Solzhenitsyn's work on the same level with the works of L.N. Tolstoy, others gave a very sharp criticism of his views, which he adhered to both in literature and in public life, while others, recognizing the relevance of the problems that the author touches on in his works, predicted the negative consequences that the writer’s work has led or may lead to. Undoubtedly, one thing - his work has become a phenomenon in world literature, and a genuine interest in the personality of the writer is still preserved.
Given the great importance of the writer's work for national and world culture, as well as in connection with the 100th anniversary of the birth of Solzhenitsyn, libraries will have to intensify work to popularize the author's heritage. An ambiguous assessment of his work can cause difficulties for librarians when preparing events. Therefore, we recommend holding a seminar dedicated to the personality and work of the writer. The workshop may take the form of a conference.

The main requirements for accounting are completeness, reliability, uniformity, timeliness. Properly organized accounting allows you to track the level and dynamics of the processes of the library, the progress of plans, the implementation of various management decisions etc.
The following types of accounting are used in libraries: operational, statistical and accounting. Operational and statistical accounting are interconnected. Library statistics can be effective only if uniform approaches to the collection and grouping of information are applied.
