ETKS 2019 for blue-collar professions is a unified tariff qualification directory, it specifies the qualification requirements. Used for pricing, certification, and development job descriptions and for other purposes, which will be discussed in the article.

Many personnel management tools of the Soviet era are still relevant today, although some of the regulatory documents are morally outdated, the principle of their construction and application can be used quite successfully, especially with regard to production and the national economy. Often in the speech of personnel officers there are phrases “ETKS-2018”, “2019 directory of blue-collar professions”. Various lists, classifiers, lists of qualification requirements - a lot of work has been put into their compilation, this is extensive material and it deserves attention. Let's figure out what is meant by ETKS.

What is ETKS and why is it needed?

This document is a list of positions with qualification requirements for the workers who occupy them. ETKS 2019 for blue-collar professions is used to determine the qualifications of a worker, assign categories, and conduct certifications. The abbreviation stands for Unified Tariff and Qualification Directory.

This is a fairly voluminous document, the main parts of which were initially approved by Government resolutions back in Soviet times, in the 80s. Since then it has been revised and edited many times. In the version existing on currently, 72 issues, which are divided into sections. In them, positions are combined according to some characteristic: type of activity, sector of the national economy where they are used.

What is it needed for:

  • for tariffing. That is, in accordance with it, it is possible to determine the complexity of the work performed by the employee and, among other things, to set the rate wages;
  • to conduct certification and determine whether the employee is suitable for the position and qualification requirements. Typically, job descriptions are developed taking this document into account;
  • to determine the correct title for a specific position. This is often difficult for managers who do not have special knowledge;
  • for the development of advanced training course programs.

How to use the directory

It is not difficult to understand how the Unified Tariff and Qualification Directory for 2019 occupations of workers is structured and how to use it. Knowing the desired issue and section, you can select them from the list. You can also simply search by issue title, which gives a clear picture of the positions included and qualification requirements.

  • general characteristics of the duties performed by the worker, what functions are assigned to him;
  • description of the competencies of an employee holding a similar position.

For each profession, categories are indicated, that is, a specialist of the 1st category is more qualified and does more complex work.

Is it mandatory to use?

The question arises: is the tariff and qualification directory of works and professions of workers, 2019, now mandatory? The answer is given in the Labor Code of the Russian Federation: it defines the principles of the tariff system of remuneration. General principle, established by the Labor Code of the Russian Federation, is as follows: the more complex the duties, the higher the payment. It has been established that tariffication and assignment of categories are carried out on the basis of the Unified Tariff Qualification Directory or taking into account professional standards.

ETKS or professional standard

As stated in Labor Code of the Russian Federation, The Unified Tariff and Qualification Directory of Work and Professions of Workers is used along with professional standards. The employer has the right to decide for himself which of these documents to use.

Upon registration employment contract And work book, other documents and certificates about labor activity it is important to write down the name of the position held in strict accordance with the specified regulatory documents. Developed from five current professions, developed from nine current professions, developed from two current professions. The section includes professions and previously placed in other issues of ETKS; the professions were renamed: “Laboratory assistant for the laboratory of artificial aging of glass and glass products” into the profession, “Car lift operator” into the profession, “Service (transport) worker” into the profession, “Refueller of fuels and lubricants” into the profession.

The number of professions in the section has been reduced to 109 items. Professions: “Wood splitter”, “Photographer” and “Saddler” are excluded from the section and unified with similar professions in other issues of ETKS.

The tariff and qualification characteristics contained in this section of the ETKS are mandatory when grading work and assigning qualification categories to workers at enterprises, organizations and institutions of all sectors of the national economy, regardless of departmental subordination, except in specially specified cases.

The section improves the tariffs for similar work, clarifies the tariff and qualification characteristics of workers' professions in connection with changes in the content of labor under the influence of the acceleration of scientific and technological progress, increased requirements for product quality, qualifications, knowledge, general education and special training of workers. ETKS contains tariff and qualification characteristics grouped into sections by production and type of work, regardless of the enterprise (organization) of which ministry (department) these productions or types of work are located.

In ETKS, as a rule, each profession is found in only one of the sections. IN this section included workers' professions that are not specific to any particular production or type of work. Tariff and qualification characteristics of workers' professions have been developed in relation to the six-digit tariff schedule. The categories of work are established according to their complexity, as a rule, without taking into account working conditions.

In addition to individual issues containing tariff and qualification characteristics, the following have been published as reference material when using the ETKS: List (alphabet) of professions included in the ETKS, indicating the names of professions for previously valid issues and sections of the ETKS, List of names of professions provided for in the current issues of the ETKS, indicating the changed names of professions and sections of ETKS in which they are included, as well as a List of issues and sections included in them.

The procedure for using tariff and qualification characteristics, assigning and increasing categories, making changes and additions is specified in the Unified Tariff and Qualification Directory of Work and Professions of Workers of the National Economy of the USSR, placed at the beginning this issue ETKS. When using this issue of ETKS, except General provisions, you must be guided by the following.

In the characteristics of the work of the lower categories of individual professions, based on the production conditions or the nature of the work performed, it is written that these works are performed under the guidance of a worker of higher qualifications. In such cases, workers of higher grades of professions must be able to supervise workers of lower grades of the same profession and carry out this leadership. If, according to production conditions, it is necessary to entrust a worker of a higher level with the duties of a foreman, then additional payment for foremanship is made only in cases specifically stipulated in the relevant regulations.

In the “Must Know” sections of the tariff and qualification characteristics in all professions, one should keep in mind the need to have knowledge within the scope of the work performed.

Characteristics of the work. Disassembly and assembly of batteries, degreasing of battery vessels, filtration, preparation of distilled water and maintenance of charging station equipment under the guidance of a more highly qualified battery technician. Preparing batteries for repair and charging. Cleaning, rinsing and wiping battery vessels. Cleaning of burrs and beads after soldering from the plates of connecting strips and tips. Moving bottles of acid, electrolyte, distilled water, cans of caustic potassium within the workplace.

Must know: basic information about the design of batteries; name of basic materials and reagents for battery production; rules for storing acids, alkalis and handling them, methods for determining them by appearance and other signs; name and purpose of the most common simple tools and devices.

Characteristics of the work. Disassembly and assembly of batteries of all types. Maintenance of equipment of charging stations (units). Charge batteries and batteries of all types. Replacement of rubber valves on plugs, preparation of gaskets. Measuring the voltage of individual battery cells. Soldering battery connections. Determination of density and electrolyte level in battery cells. Preparation of an alkali solution from crystalline caustic soda or a concentrated solution according to an established recipe. Closing the gaps between the lids and vessels with a cord and filling them with heated mastic. Filling and topping up jars with distilled water and electrolyte. Replacing individual cans and coating them with mastic. Maintaining records of the operation of charging stations (unit).

Must know: basic information from electrical engineering; device and purpose of batteries; rules and modes of charging and discharging batteries; properties of the acids and alkalis used and rules for handling them; purpose and conditions of use of instrumentation for measuring the voltage of battery cells.

Characteristics of the work. Performing simple and medium complexity work on repairing batteries and batteries various types and containers. Identifying damage to battery cells and eliminating them. Maintenance charging units. Changing the electrolyte and separation in batteries. Preparation of pads and gaskets. Casting lead connecting strips and lugs. Installation of retaining glass and lead gaskets in vessels. Installation of block vessel covers with soldering of jumpers. Preparation of electrolyte according to the established recipe. Installation and dismantling of battery cells with alignment connecting parts. Removing sludge from working battery cells. Characteristics of the work. Carrying out complex work on the repair and molding of batteries and rechargeable batteries of various types and capacities. Average repair of charging units. Regulation of voltage and current during charging. Identifying and eliminating damage to batteries.

Maintenance of machine drive, mercury rectifier, power distribution board. Battery testing. Determining the suitability of batteries and batteries for further use. Fit of inter-element connections.
