What kind of holiday is International Accreditation Day? International Accreditation Day June 9 accreditation day

This month our country celebrated a holiday that appeared relatively recently. Eight years ago - in 2008. Then the General Assembly of ILAC and IAF (ILAC - International Laboratory Accreditation Organization, IAF - International Accreditation Forum - ed.) decided to celebrate June 9 as World Accreditation Day - ed. federal Service for accreditation (Rosaccreditation, - ed.) officially congratulated the participants in accreditation activities on the holiday. If we talk about its meaning, it is intended as an occasion that provides an opportunity to further emphasize the importance of the mission of accreditation workers. But not everyone understands the content of this work well. Therefore, it is often necessary to first find out what accreditation is and how it works, only then does the significance of the accreditation body employee and his professionalism for society become clear. The IAF offers this definition...

Quote:Accreditation- This independent assessment certification bodies for compliance with recognized standards, certifying their competence and impartiality in carrying out certain works, such as: testing, calibration and certification’

From this concept, the IAF, the world's largest and most authoritative accreditation body, derives the term “accreditation body”: this is the structure that carries out accreditation; in some situations, the accreditation body may be a government agency. In life you may encounter accreditation of journalists, educational institutions, medical workers and diplomats, but this is the case when the same concept characterizes different procedures. International Accreditation Day applies only to those organizations and professionals whose activities can be covered by the definition given here. If we talk in simple language, then accreditation is a procedure for confirming compliance, which is carried out by an audit organization in audit organization. Certification of those who issue certificates. However, instead of a certificate, upon successful accreditation, another document is issued - an accreditation certificate.

The theme of the 2016 celebration is International Day accreditation named the usefulness of this procedure for the needs government controlled(Public Policy, - ed.). The website created by IAF for the holiday highlights the most striking examples that illustrate the potential benefits. In Russia, with the introduction of amendments to the Federal Law “On Technical Regulation” and the adoption of the Federal Law “On Accreditation in the National Accreditation System”, the terms voluntary accreditation and “accreditation in national system accreditation" (The Russian Federal Law "On Accreditation..." simply does not define accreditation, it is built on the wording "accreditation in the national accreditation system - ed.). Only “ federal body executive power"(Article No. 31, - ed.). Voluntary accreditation, in fact, is not regulated and acts as one of the types of voluntary confirmation of compliance. A number of certification bodies and research institutes offer the service of commercial accreditation of certification bodies and laboratories based on international standards audit. However, such services do not constitute a counterbalance to the national accreditation system, since the accreditation body must be trusted, and in Russia, experts believe, there have not yet been any bodies independent from the state whose accreditation certificates would be trusted enough a large number of market participants. Yet, the world's largest authoritative accreditation bodies are independent.

No matter what we did: we bought medicines in pharmacy or went to receive higher education at a university - it is important for us to know to what extent the services we provide and the goods we purchase correspond to a certain quality standard established by the state. The presence of certain documents from the company: a certificate and a license helps you to make sure that your choice is correct. But there is another very important document that confirms the competence of a body, company, higher education institution and other institutions - a certificate or certificate of accreditation. This is a kind of pass, a “green light” for all those who decided to turn to the services of a particular organization. On June 9, the world celebrates an unusual event - International Accreditation Day.

Information about the holiday International Accreditation Day

International Accreditation Day is the common name gala event, demonstrating the importance of the accreditation process and results, as well as the activities of workers in its implementation. International Accreditation Day originated from the proposal of two organizations: the International Accreditation Forum (abbreviated as IAF) and the International Laboratory Accreditation Cooperation (ILAC). The date of the professional day is June 9, 2008, and its establishment took place in October 2007: in the largest Australian metropolis of Sydney, representatives of ILAC and IAF signed the Resolution of the joint General Assembly.

These organizations award trust status to specific institutions, namely testing laboratories. For this reason, International Accreditation Day is, first of all, a recognition of the professional merits of workers in carrying out the accreditation of the associations mentioned above, and only then of all the others. The International Accreditation Day holiday essentially has three main goals:

  • To focus the attention of the world community on the significant role of accreditation in the formation of connections between the consumer and the manufacturer;
  • Demonstrate to others, especially the authorities, the seriousness and responsibility of the work of specialists involved in the accreditation procedure;
  • Remind about existing problems in this area that require solutions.

The initiators of International Accreditation Day are quite large associations. For example, ILAC has existed for about three decades, and today brings together representatives from more than sixty states at a round table. From business cooperation they benefit from expanding trade relations abroad.

Concept and types of accreditation

The term “accreditation” comes from the Latin word “accredo”, which translated into Russian means “to trust”. Thus, accreditation can be characterized as the process of identifying the conformity or non-compliance of the quality of services provided and goods sold with the declared level dictated by the state standard. This procedure it is simply necessary to carry out, because clients and buyers often do not have specific knowledge sufficient to determine the degree of competence or unprofessionalism of the organization’s employees. An accreditation certificate is issued only to those institutions that can be trusted without fear of deception.

There are two types of accreditation – private and public. It is hardly worth saying that the second one is much more reliable and will quickly find a response from the consumer. But this process is also divided according to the type of object being accredited. In addition to those already mentioned testing laboratories, higher educational institutions and facilities are completely voluntarily exposed to it mass media, calibration and medical laboratories, certification bodies.

Of particular interest to you and me, ordinary citizens of Russia, are the nuances of the accreditation procedure for universities, since we encounter this type of institution in life more often than with other participants on the list. As a rule, any self-respecting higher educational institution decides to apply for state accreditation, because only it can actually inspire confidence in a sane person, a potential applicant. The procedure itself is carried out to confirm the status of the institution according to two main parameters: directly the type and variety of the university (institute, academy, university). Additional verification criteria include the level of content compliance educational programs specific subject, the quality of the student preparation process by the federal state standards.

All universities that have successfully passed state accreditation can please their students - both beginners and students - with various benefits. This includes a deferment from military conscription for male students, and budget-funded places for some applicants upon admission, and the most important thing, for which, in fact, people go to college - to receive a diploma upon completion of their studies state standard. This document is a ticket to adulthood, granting the right to work in one’s specialty.

But this is what happens in our country. Abroad, institutions generally give preference to non-profit accreditation, regardless of the type of organization. In the domestic space, the process is under the control of ROSA - Russian system accreditation, consisting of many branches that directly carry out the accreditation procedure.

Problems in the field

International Accreditation Day is an occasion to talk about problems in this area.

Just a little over a year ago, the leadership of the Ministry economic development recognized the need for significant improvements and innovations in the current Russian accreditation system. Among the priority problems that need to be solved were:

  • maximum convergence with the EU accreditation system;
  • harmonization legislative framework countries included in the Customs Union;
  • assistance in improving Russian accreditation and its basic principles in order to comply with global standards;
  • need for revision legal norms, expressing the requirements for the procedure for awarding trust status to a body, laboratory and other organizations.

If the corresponding bill is adopted, which is already included in the immediate plans of the Ministry of Economic Development, then we can hope for an improvement in the situation with foreign trade and the formation of a unified policy in the field of Russian accreditation.

On International Accreditation Day, give your best congratulations and warm smiles to the specialists who carry out the process of verifying the compliance or non-compliance of an institution’s activities with state quality standards. Their work requires serious dedication and effort - let at least on this festive summer day workers in a specific field feel the support of the public.

We congratulate the heroes of the occasion on their holiday on June 9, International Accreditation Day!

We all live in a multifaceted, diverse world, where each person perceives reality in his own way. That is why such a concept as standards appeared. They help people navigate General requirements to quality, usefulness, expediency and many other categories. This is now taken into account especially seriously in the production process of various goods. Specific standards for a particular product are developed by specialists with certain knowledge and good experience. And in order to receive confirmation that a product or service meets accepted standards, it is necessary to go through the stage at which the product will be examined. This is what accreditation companies do. Their work is difficult and sometimes thankless, because there are many conflicts with manufacturers. To express respect for representatives of a complex profession, International Accreditation Day was established - it is celebrated on June 9.

history of the holiday

Two global organizations, the International Accreditation Forum (IAF) and the International Laboratory Accreditation Cooperation (ILAC), proposed an interesting idea for this holiday in 2007. This was a meeting in Sydney, after which a resolution was adopted establishing a single day for everyone involved in such a profession. The event was first celebrated in 2008. Today it is celebrated in many countries of the world - Belarus, Russia and Ukraine are no exception to this list.

This holiday captures not only the people directly working in the accreditation process. The one who produces and serves laboratory equipment for this area, can also consider the celebration rightfully its own. The purpose of this holiday is not only to express respect, but also to attract the attention of governments of different states.

For your information, this area, like many other areas of life, has its own problems, such as lack of funding. The thing is that the really necessary amounts of money do not always reach the organizations that are called upon to carry out accreditation. That is why extra attention to this will not hurt.

Production of products and provision of services must comply with standards. They are developed by experts in specialized fields and approved by government agencies. To obtain a conclusion (certificate) on the compliance of a product or service with standards or approved requirements, it is necessary to go through a labor-intensive process of research and analysis. There are organizations that carry out accreditation of testing laboratories and certification bodies to recognize them technical competence. To express gratitude and respect for their work, an international professional holiday was created.

When it passes

International Accreditation Day is celebrated annually on June 9. It is celebrated in Russia, Ukraine, Belarus and other countries. In 2019, the date is celebrated for the 12th time.

Who celebrates

The international holiday is celebrated by accreditation specialists, metrologists, and employees of specialized government agencies. People who develop standards and monitor their implementation, as well as employees of enterprises that service laboratory equipment, join the celebrations.

History and traditions of the holiday

The idea of the event belongs to the International Accreditation Forum (IAF) and the International Laboratory Accreditation Cooperation (ILAC). In October 2007, at a meeting in Sydney, they adopted a resolution that set the date for the annual celebration of International Accreditation Day. The first events took place in 2008.

The purpose of the holiday is to show appreciation for the activities of specialists who carry out accreditation. He draws the attention of governments and manufacturers to the problems of the sector.

On this day, experiences are exchanged at seminars, conferences, lectures, and forums. Participants discuss actual problems accreditation and certification. The best employees awarded with certificates of honor and diplomas. Exhibitions demonstrate the work of new inventions.

ILAC was created in 1977 with the aim of strengthening international cooperation and trade development.

On November 2, 2000, 36 Accreditation Bodies from 28 countries signed the ILAC Mutual Recognition Agreement in Washington. It came into force on January 31, 2001.

In Russia, accreditation of testing laboratories and certification bodies is carried out by the Federal Accreditation Service.

The holiday was based on a global initiative supported by general decision International Accreditation Forum (IAF) and International Laboratory Accreditation Cooperation (ILAC) in order to draw attention to accreditation-related work.

ILAC and IAF are organizations that deal accreditation of testing laboratories and, accordingly, certification bodies. Therefore, this holiday, first of all, should be considered as a holiday of those who carry out accreditation to recognize the technical competence of testing laboratories (certification bodies).

Accreditation helps you make an informed decision when choosing a laboratory because it is through accreditation that the competence, impartiality and capabilities of the laboratory are demonstrated.

Established over 30 years ago, ILAC's international community includes accreditation bodies from more than 70 countries. Accreditation bodies around the world have signed an Agreement that promotes the expansion of products and services beyond national borders.

The purpose of this Agreement is to create an international framework for maintaining international trade by reducing technical barriers. As a result, one of the goals of free trade can be realized: product tested once and accepted everywhere.

Accreditation is also required in other areas of activity.

Accreditation, accreditation (from Latin accredere- trust), in international law- the procedure for appointing a diplomatic representative (or a permanent representative of a state to any international organization).

Representatives of the media are also subject to accreditation when they are appointed to work in another country, when covering international conferences, meetings of heads of state, as well as representatives of foreign companies working in another state.

Journalists are accredited by the press services of parliaments, congresses, forums, other events or international organizations or official public services relations with the press of the host country. During the accreditation process, they are issued certificates entitling them to participate in press events. Trade and commercial representatives are accredited at chambers of commerce and industry or associations, as well as at relevant exhibitions and fairs.

And every year on June 9, Accreditation Day is celebrated around the world in countries where such services exist, and each year it takes place under a specific theme related to accreditation.
